So the theory is the same as of Cell had for Gohan in SSJ2.

His SSJ 2 form should be able to beat FP Perfect Cell on a good day, but he isn't touching Zenkai Cell.

A blast that Cell didn't even intend to hit Gohan with in the first place. There's no problem saying Gohan is stronger overall but there's no doubt Super Perfect Cell is on a level that is going to give Gohan a hell of a fight and while on topic, a hell of a beatdown on Goku.

I don't get why people assume the ki-blast cell shot was like super weak, just because it wasn't charged doesn't mean it wasn't a powerful attack, 1. it was meant to kill vegeta so it had power behind it and 2. Kid buu did the same thing, he shot what looked like a weak a$$ little blast at the earth but vegeta canceled it out with his own attack and goku stated that blast had enough power to blow up the earth.

Not even intended for Gohan 3.) did such damage both physically and mentally to Gohan who earlier had beat Cell down senseless he was barfing people up. Cell essentially went from getting one shotted to practically one shotting Gohan in return. It was a huge testament to his increased power from before.
